Passport Seva asks for two colour photographs of 4.5 × 3.5 cm (45 × 35 mm) on a white background, pasted onto the printed application form. One goes on page 1 with no signature or stamp across it, and the second goes on page 3 to be stamped by the attesting officer.

At most Passport Seva Kendras your photograph and biometrics are captured at the counter, so the pasted photo is for the paper form rather than for the passport itself. The rules for the form still apply, and a photo that is the wrong size or has a coloured background is a common reason for a form being sent back.

The tool renders 45 × 35 mm at 300 DPI, which is 531 × 413 pixels — the right resolution for a photo lab to print without visible softness.

An OCI card application uses a square 51 × 51 mm (2 × 2 inch) photo. The OCI portal is unusual in asking for a plain light-coloured background rather than pure white, so the tool defaults that document to light grey. The upload itself must be JPEG, between 200 × 200 and 900 × 900 pixels, and under 200 KB.

The Indian e-Visa portal, used by foreign nationals, also takes a square photo — between 350 × 350 and 1000 × 1000 pixels, from 10 KB up to 1 MB.

When a document sets a maximum file size, the tool compresses to fit it rather than handing you a file the portal will reject. It searches for the highest JPEG quality that still lands under the limit, so you get the best image the cap allows.

Most visa applications submitted through VFS Global use the destination country's own published standard, not a VFS one. The two dominant formats are 35 × 45 mm, used by the Schengen states, the UK, Canada, Australia and New Zealand, and 2 × 2 inch (51 × 51 mm), used by the United States.

Head height is what actually separates them. The UK asks for 29–34 mm from chin to crown, Schengen for 32–36 mm, Canada for 31–36 mm, and the United States for 25–35 mm inside its larger square. Getting the photo dimensions right but the head the wrong size is the most common reason a photo is rejected, which is why this tool asks you to mark your head rather than guessing.

Where an authority does not publish an exact head range, the tool says so and falls back to the ICAO convention of the head filling roughly 70–80% of the frame, instead of presenting an invented number as official.

Photo labs in India print 4 × 6 inch prints cheaply, and a 4 × 6 sheet holds eight 35 × 45 mm photos with room to cut. Choose the sheet size and download either a PDF or a JPG with light cut guides around each copy.

Use the PDF when the exact millimetres matter. A PDF page carries its physical dimensions, so printing at 100% scale — not 'fit to page' — produces photos that measure exactly what the document asks for. A JPG has no physical size of its own and depends on what the lab prints it to.

It sizes, positions and crops your photo, and can replace the background. It does not judge whether your photo will be accepted. It cannot check your expression, whether your eyes are open, glare on glasses, shadows behind your head, or whether the photo is recent.

No online tool can promise acceptance, because the decision is made by a person at a counter against that authority's current rules. Every document in the picker links to the authority's own page — check it before you submit, especially if you are applying close to a deadline.
